National Evaluation of the Housing Market Renewal Pathfinder Programme

CEA led the value for money component of the national evaluation of the Housing Market Renewal Programme.  CEA’s work examined the conceptual and practical measurement problems that arise in considering whether the HMR programme is delivering VFM against its aims and objectives. The objective was to provide a framework for value for money assessment and to indicate where further work was needed to ensure that the required evidence is in place, rather than to draw definitive conclusions. Expenditure and output evidence was assembled and case study based research was undertaken to draw together evidence on additionality, displacement, examples of unit cost indicators and make some early conclusions around programme cost-effectiveness.
